Green Finance and Decarbonization Policy Synergy

Abstract:

The chapter "Green Finance and Decarbonization Policy Synergy" explores the critical interdependence between financial mechanisms and climate policy in achieving global decarbonization goals. The authors conduct a thorough review of recent empirical and policy literature to assess how green finance contributes to emission reduction, economic modernization, and environmental sustainability. Emphasis is placed on the European Union's regulatory framework, including the European Green Deal, EU Taxonomy, CSRD, and CBAM, which together structure financial incentives and obligations for climate-friendly economic transformation. The authors provide a detailed analysis of market instruments such as green bonds, sustainability-linked loans, and blended finance models, and highlight successful national initiatives from both developed and developing economies. Through a comparative lens, the chapter identifies strategic financial channels for accelerating green transitions and proposes an original “Policy Lever – Financial Channels” matrix. The findings underscore that synergistic alignment of policy and finance is essential for mobilizing private capital, reducing systemic risks, and ensuring an equitable low-carbon future.
